Missing attachments at receiving address

For the past 3 days when I send a message with an attachment, the receiving
party does not receive the attachment. How do I fix this? It only happens
with a few receiving addresses. I use Windows XP & Outlook 2003. Please help
!!!!!!

If the recipient is not an Outlook user and you are sending your messages in
Rich Text format, the recipient will not be able to see the attachment.
