Missing Administrative Tools in Win XP

I have a machine running Win XP Home Edition that will
not run any of the Administrative Tools under the Control
Panel. The icons are there but it says that the file is
not there(ie. the compmgmt.msc file for Computer
Management). I tried to do a search but I get an error
whenever I try to do a search. The error says that a
file required for the search tool is missing.

I also tried to use System Restore to go back to an
earlier restore point but I get the following message:

"System Restore is not able to protect your computer.
Restart your computer and try again."

I get the same result when I restart the machine and try
it again. Has anyone else had this problem???!!!
