missing a path in my registry.

I need to make a registry edit, as indicated by one of our third party
software vedonrs. i appears that winXP sp2 has made a change to the RPC, and
inorder for the software to work we need to make a change to the following
path in the registry:

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows NT\RPC

my problem is that i do not have this path.

the only subfolder in that location for Windows NT is Terminal Services.

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows NT\Terminal Services

Can someone explain why i am missing the RPC folder? I have all up to date
OS updates, and am confused to why i am missing the RPC folder when it is
specified in the knowledge base 811113

That is a policy key. Those generally only exist in the registry if the
particular policy impacted has been configured on the workstation. If the
key does not exist on our machine then you can manually create it and set
the value appropriately for your needs.
