missing 16-bit module

hi
lately i discovered that my system is missing the 16-bit
module called the "USER.EXE" and can be located at:

c:\windows\system32

and that caused me a lot of problems such as installing
some type of games, loading some chinese typing
software.... i hope someone can help to find a way to
reinstall it. two things i've been thinking: first way is
to reinstall windows; second is to overlap windows xp,
but i'm not sure if it works or not. hope you can help on
this also

Start - Run MSConfig.exe and use the Expand FIle button to expand the
file from the Windows XP CD -
i386\user.ex_
putting it in windows\system32 as user.exe

Or if this is a machina with XP preinstalled, there may be an i386
folder on hard disk - expand user.ex_ from that
