misplaced system file?

When I was deleting some files from My Pictures, a window warned me that I
was
about to delete a system file -- so I looked in the My Pictures folder and
the Desktop.ini
file is in there.

Just prior to this I had DLed and installed UpShot (photo editor) and was
having
problems getting it to exhibit thumbnails until I pared down some larger
files, which is why I deleted some.

How could Desktop.ini get there and what should I do about it?

Leave the desktop.ini file alone.

Desktop.ini files are hidden system files. They are usually used when
folders are customized.

Also the folder name info can be listed in the desktop.ini. For example,
the folder Shared Documents becomes just Documents if you remove the
desktop.ini.

Also Special folders can become UNSpecial if their desktop.ini file is
missing or scewed up. I.e. Fonts, My Documents , My Music, My Pictures, My
Videos, Favorites, Shared Documents, Shared Music, Shared Pictures, Shared
Videos, etc.

Isn't it weird that the file would just appear there out of the blue? I
often backup my photos to an external drive then delete them, and this
warning never happened before because there was never a desktop.ini there.
The My Pictures folder on my backup drive does not have this file.

Having just installed the new photo editing application, do you suppose that
could have dropped it there? I am evaluating that program and that would be
a negative because I constantly manipulate the My Pictures folder and I
consider having this system file there to be a bother.

The desktop.ini file was always there. Someone changed the option to view
hidden files. Just change it back.

View tab in Folder Options: In XP, there are four checkboxes to deal with
regarding hidden items:

a. "Display the contents of system folders".
b. "Show hidden files and folders".
c. "Hide extensions for known file types".
d. "Hide protected operating system files" and click "OK" to the dialog box.
