minimized programs won't restore

an not fatal, but annoying problem: when I try to restore a minimized
program, it either does not restore or it restores to the background.
I have to ALT-TAB around to find it. The task bar icon gets
highlighted, like it's waiting for me to click into it to give it the
focus, but it program stays in the background so I can't find it. If I
reboot, the problem goes away for a while, but then recurs. Happens on
both MS and non-MS programs.

This is a good idea, and thanks, but it applies to programs that
appear hung. In my case, the minimized programs are running just fine.
I just can't get to them without ALT-TAB'ing. Clicking on them in the
task bar doesn't do the trick.
