i don't know how to fix this, any suggestions will be appreciated. thanks

Windows cannot start this hardware device because its configuration
information (in the registry) is incomplete or damaged. (Code 19)

Boot into Safe Mode, open Device Manager, delete/remove the item in
question, reboot, and Windows should re-detect and install the necessary
drivers.

i tried that and it said i cant delete it because it is needed to start up.

The easiest way to fix this is to use System Restore to return to a
state before the problem occurred.

Otherwise, the standard MS advice is at
http://support.microsoft.com/kb/310123/en-us#
<quote>
This can occur when more than one service is defined for a device, if
there is a failure opening the service subkey, or if the driver name
cannot be obtained from the service subkey. Try these options:

On the General Properties tab of the device, click Troubleshoot to start
the Troubleshooting Wizard. Click Uninstall, and then click Scan for
hardware changes to load a usable driver. Restart the computer in Safe
Mode, and then select Last Known Good Configuration. This rolls back to
the most recent successful registry configuration.

If when you attempted to uninstall the device in Safe Mode, you received
the error message: "Failed to uninstall the device. Device may be
required to boot up computer" you may have difficulties if you do not
have a usable System Restore point or disk image to backup to. See this
thread, which related to an error reported about a NIC rather than to a
"tun miniport adapter," but sounds similar:

Good luck. And if you post back, check your spelling: did you mean a
"WAN miniport adapter"?
