The easiest way to fix this is to use System Restore to return to a
state before the problem occurred.

If when you attempted to uninstall the device in Safe Mode, you received
the error message: "Failed to uninstall the device. Device may be
required to boot up computer" you may have difficulties if you do not
have a usable System Restore point or disk image to backup to. See this
thread, which related to an error reported about a NIC rather than to a
"tun miniport adapter," but sounds similar:
