Microsoft Paint Cannot Yield A Background For The Desktop?

I have a question. There is some kind of setting problem or something. Not
sure if it is malware or spyware.
Whenever I choose either tiled or centered from Microsoft Paint for putting
the background on the desktop it always says I have to save the file first.
But the
file has already been saved. But to humor it I save it again, but to know
avail it still does not work.

Can someone who knows this software well help out?
 
To use a picture as a desktop background
1 Open My Pictures.
2 Click the picture you want to use as a desktop background.
3 Under Picture Tasks, click Set as desktop background.

If you want to change the way the picture is displayed on your desktop,
right-click the desktop, and then click Properties. On the Desktop tab, in
the Position box, select a display option.

Position button...
Lists background display options. Center will display the image in the
center of your screen; Tile will repeat the image over your entire screen;
Stretch will stretch the image to cover your entire screen.
