Microsoft Outlook 2003 High Water Mark Notification

I got a notice saying that my mailbox is "over the high water mark. Please
delete some messages from your mailbox".

What do I need to do to solve this problem? I would like to keep all of my
old e-mails for reference. If I archive them, does it still take up room?
Do I need to archive them to a different drive? What about compacting them?
What does this do? Are there any other options to allow me to keep my old
e-mails, but lessen the space used in my mailbox?

This is probably your ISP mailbox - what type of account do you have, and
what version of Outlook?

I am using Microsoft Outlook 2003 part of Microsoft Office Basic 2003. My email account is a POP3 account through Time Warner.

Then I suspect you have "Keep a copy on the server" checked in your email
account settings, and that it's the mailbox on the Time Warner server that
is full - Outlook 2003, if you are using the new Unicode pst file format was
a capacity of many many GB......
