"Microsoft Exchange Server is Unavailable" Help!!!

I just loaded my version of Outlook 2003. When I attempted to open the
program for the first time, it gave me the message "Your Microsoft Exchange
Server is Unavailable"

I can't get into the program to fix the settings. I tried to reinstall it,
and it still gives me the same message. If anyone has any suggestions, I'd
love to hear them.
