Microsoft Excel Cell reference make constant

In Microsoft Excel how to make cell reference constant.
For example there is a formula in U2 cell "=R3" (without quotes).

Even after the cell R3 moves down, the formula in U2 cell should not change
should remain "=R3"

$R$3 is how you do it.
