i'd remembered that i had other browsers
and disovered that microsoft.com
appeared ok in them.
so i went back to ie, resetted
the internet explorer settings and
now i can see that home page
normally again this morning.
i don't recall with fiddling any of the
settings. But i did uninstall some
adobe software a few days ago...
thanks again for the clues that helped
solve this mystery.
(pretty bad idea, when microsoft's
browser can't see it's parent's homepage.
maybe it's teenage rebellion...)

Your HOSTS file is blocking the server hosting the CSS file that the site
uses.
Make sure i2.microsoft.com is not blocked in your HOSTS file.
