Microsoft Access can't start becuase there is no licence for it on this machine

My hard disk died, installed replacement drive, reloaded windows98 se from the
OEM disk, went thru all the updates at windows update, reinstalled Office97
Proffessional from the Office cd, get the above message when I try to start
access, What did I miss doing during the install?

It's a known bug, having to do with (of all things) a Font.
