Messenger service will not stop

I am trying to restart the messenger service which continues to remain in a
"stopping" status when viewed in the list of Services. Start, Stop and
Restart are greyed out when right clicking on the service What is causing
this and how can I get it restarted?

Windows XP Pro SP1

Unless you are on a network, preferrably one that is in an office
enviroment, you don't need this service running at all. But, if you want to
know why, it is likely that you have the service disabled. You can view that
status in the "Startup type" drop down box above the buttons you wonder why
are greyed out. If you (can) change the status there, you then will be able
to stop and start it.
