Messages still sitting in outbox

Sorry for the second post, but all my emails are sitting
in my outbox. Does anyone know how I can have my emails
send when I hit the send button? Now, the Send/Receive
email button is only receiving messages, not sending.
 
I have Office 2000 Professional Edition.
