Messages are being sent but show they are in the outbox?

I have a few users that run Outlook 03 and have windows XP SP2. When they
send a message it will go to the outbox and just sit there and won't go away
until you click on another folder, delete a message or open another message.
If I take off the firewall in windows XP SP2 it works just fine then. The
messages just goes right through. My question is, is there a fix for this to
have the firewall on and not have this issue happen?

Add Outlook as an exception in the firewall.
