XP ?

No, but there are lot of freeware small programs with chat and voice on the
internet.

If, by "visually," you mean in a window, there's nothing in XP to do this,
but there are several little freeware apps that can do it easily. I use one
called NetHail.

Start > Run: Winchat. Make sure that the Network DDE services have not
been disabled.

Type : net help send

All Windows machines starting with W98 have Netmeeting which allows
chat, audio, and video.
