Message, the Socket has not been bound with a bind.

I have just got the following message, " the Socket has not been bound
with a bind, please check your settings and try again". What is wrong
and what should I do please.

Thank you Jon, actually its my neighbour and I now hear he has Windows
98, sorry. Apart from not being OT in this NG, I wonder does it make too
much difference to the solution.
I checked your link above but it did not show the exact text of the
message I quoted above, back to square one I am afraid, nevertheless,
thank you.
