Message stays in outbox after send/receive

Office 2003, Outlook. We did not have a problem with this until we switched
from using a LAN connection to a dial-up connection. When trying to reply to
a message the message stays in the outbox. The date is displayed as "none"
and the line is not in italics as it should be when ready to send. I try to
reopen the message and press send again and the same thing happens.
Sometimes I can cut and paste the message to a new message and then it will
send. If I have the "send immediately when connected" feature open my server
cannot be found.
 
have been fighting with similar problem for a while now ...

Configuration: Windows XP with Office 2000 & Exchange 5 on NT
Tested:
User A: sends and receives emails OK
User B: when sending - email is sitting in Outbox
when receiving - email does not show in Inbox until some other
folder selected
Observations:
If Outlook setup wizard run for User A for the first time
(after fresh Office 2000 installation - really fresh), then User's
B Outlook works OK.
If Outlook setup for User B runs first, then both users' A & B
Outlook
does not send/receive messages properly.
