Message Rules Unavailable (2002)

Running Outlook 2002, I don't seem to have the "message rules" installed. I
did select Junk-Mail during custom setup, but no rules option under Tools.
Also when right clicking on a message there is "Junk Email" but it results
in a blank submenu.

I seem to be missing the rules wizard. How can I remedy this?

Another question would be: Should I even bother with Outlook? I'm just a
home computer, I've used OExpress for years. Outlook comes with my office xp
so I figured I should give it a try. I do use it's calendar and tasks.
I see no real advantage in switching to outlook from oexpress, I don't know
if it's more secure (when updated) or not. There's a lot of stuff in outlook
I wouldn't use like all the scheduling, meeting stuff. I currently use
OExpress to it's fullest, except the address book which I leave blank.

Are you in a mail enabled folder when looking for the rules wizard? Do you
also have personalized menus active? Have you tried clicking on the down
arrows to expand the menu to its fullest?

I am in the Inbox folder when trying to locate Rules.
I have no personalized menus active, and rules is not available in the
toolbar customize list.
There is no down arrow on my menus.
I searched google.groups before posting.
