Message got stuck in the mailbox

I have a Windows 2003 server with Exchange 2003. All the clients are Outlook
different versions. In my organization we set up so that all messages go to
personal folder file instead of staying in the mailboxes on the server. The
problem we are having is when the messages arrive at the server's inbox, it
takes a while (not instantaneous) before they arrive at the PST's Inbox. This
happens no matter what size of the messages. Do you know how I can resolve
this issue, may be there is a patch, all of the clients have already the
latest SP on their MS-office and operating systems.

Is the pst-file configured as your default delivery location? Is your
Exchange accountconfigured to use cached Exchange mode? If so; disable CEM.

Just curious; why don't you use the Exchange message store but pst-files?

Robert, yes the pst-file is configured as the default delivery location for
all machines, we don't use Exchange message store as we thought by using PST
file there are several advantages: faster as data are on local PC,
independent of server such as when server is down, remote users have all old
data on their local laptops. What is significance of disable CEM?, what about
other computers that have Outlook 2000 which do not ECM?

When you use the message store you can enable CEM so users have an offline
copy available. When you don't use the message store you should disable it
to prevent the caching.
When you use the message store and configure CEM Outlook 2003 goes
automatically offline and users can continue to work with Outlook without
interruption. When the server comes online again Outlook 2003 will start
working online again and reconnect without interruption.

For older versions of Outlook you can configure Offline Storage (ost-file).
When the server goes offline they should restart Outlook and will use the
Offline Storage instead. When the server comes online again they should
restart Outlook to reconnect.
