How do I make full menus the default? I keep getting menus that show only a
few items at first and the rest appear later when I move the mouse up there.

Hello Warren,

This is known as 'Personalized Menus'.

Not sure which application you're referring to, but if it's the Start
Menu, then:

Right-click the taskbar at the bottom and click on Properties
Click the Start Menu tab
Click Customize
Uncheck 'Use Personalized Menus'
