If you mean DHTML drop-down menus, FrontPage 2003 can do
it if you're willing to expend a little effort. Browse:

hi there,

you can try allwebmenus pro 3.1 ADD-IN for Frontpage 2002/2003, that
creates horizontal and vertical submenus. i am using it for some time
now, as it supports IE, MAC and mozilla browsers.
