Try bringing up your Task Manager, by pressing Control-Alt-Delete and go to processes. There you can see what is taking up all your CPU usage. If it's not a system program causing the problem, end the program that is. You will then also know what program is at fault.
Task Manager is useful but you could look at another freeware utility Process Explorer, which provides similar information but adds that little bit extra towards seeing what the running processes represent. For further information about Process Explorer see here:

I found the evil one: cisvc.exe in C:\Windows\Prefetch. When I in the advised procexp.exe kill the process of cisvc, the CPU comes to normal: 3 - 10%. But: wht is cisvc.exe? Can I delete the exefile permanent?
This file is a Windows file. Check your setting for the Indexing Service. Start, Administrative Tools, Services, Indexing
