Meaning of a strange notation

When I'm working with FrontPage 2003, I sometimes see this symbol in Design
view: <NO Id>. I of course went to Help but found no help for my question.
Anyone on this fourm know what it means and what its use is?
 
Working in what, where?
<NO Id> is not a FP symbol.
