Ever time I sign on to the internet, I get a message
stating, cannot locate file because McRtl32.dll cannont
be found. Even when off-line, similar messages pop up
though less frequently.

Virus Scan installed
Fire Wall "active"
 
That file is part of the McAfee Anti Virus, you can try to update or
reinstall it.
