mcrdsvc.exe working in background

My laptop has started to constantly flicker the working in background
pointer, rather than just the standard pointer, all the time, even when in
idle.

According to the task manager, the only process using the CPU is
MCRDSVC.EXE, and if i select end process for this, it fixes the problem for a
few seconds before the program restarts itself.

How can i stop this to just get the normal pointer back?

I believe that's a service essential for running windows media center
edition. You might want to also post to the mce newsgroup. Here is a
list of all MS public newsgroups:

mcrdsvc.exe is a process which belongs to the Microsoft Windows Media
Center.

Specific newsgroup:-
