I am trying to run Observer software on my PE2650 with
windows 2000 server. Everything is fine until I let the
Observer software add the /MAXMEM switch to the boot.ini
file. Once that happens, the operating system is erratic.
I get errors trying to start simple software such as
wordpad. If I remove the /MAXMEM switch, everything goes
back to working great. The /MAXMEM switch is necessary
for me to correctly run Observer.
 
You didn't say so I have to ask; did you also specify the amount of memory
to use? Also this article may help you.

The memory was being set at 750MB with 1024 in the
system. so not really limiting the system resources. The
swap file is 2000 MB and is located on the C: drive
(system drive). There is approximately 4000 MB available
on the C: drive for the swap file. The server also has
an E: drive partition of over 20 GB.
 
You didn't mention any details of the problems this causes but I would check
with the application developer. Having to set the OS to use no more that 750
mB seems ridiculous.
