I know this has been asked before, but I can't find the simple answer. When
IE is first started, how do u make your home page (I use FoxNews) come up
maximized instead of having to maximize it every time?

Create a shortcut to the program, if you don't already have one.

Then right click on the shortcut and select Properties.

Open the program & maximize.

Now at the bottom in the box titled "Run" select "Maximized" and click
on Apply.

Or,

Open the page, resize it, hold down the Ctrl key and click the X in the
upper right corner to close it.

=======================================

Open IE, right click any URL and select 'Open in a New Window'.

Go back to the first IE window you opened and close it.

Return to the second window and manually drag it to fill the screen (do
not use the maximize button).

Close this second window using the close box (X) in the upper right
corner while holding the 'CTRL' key.

All IE windows should now open maximized.
