max number of TO email addresses when sending an email

I am using Outlook 2003 to send and receive email from my personal email
account. I am trying to send an email to approximately 25 recipients.
However, when I send the mail I get an error message indicating that Outlook
is unable to connect to my out going email server.

If I send the same message to 2-3 recipients the email goes without a
problem. I have contacted my ISP and they believe it is an Outlook
configuration setting

Outlook has no particular limit on the number of addressees you can specify.
Your ISP is lying to you.
