Master Power settings for all users?

I'm setup as admin and the kids are set up with user access on XP Home.
Is there a way to set the power settings for all users? I want this

No. You don't have the fine-grained levels of user rights and permissions in
XP Home that you do with Pro.

Instead, look at MVP Doug Knox's Security Console or the MS Shared Computer
