I am constructing a policy manual, which I propose to do
using master and sub-documents. I want each sub document
to have a page header with information about the specific
policy covered, including the policy title.

However, when I create a table of contents in the master
document, it cannot access the policy title, apparently
because it is in a header and not the main part of the
document itself. Is there any way around this?

A TOC can't pick up stuff in a header, because by definition text in a
header has no page number to be generated for the TOC, there's no one place
the TOC generation can insert a bookmark to the text.

You could use a real intro page at the beginning of each section, then use
Different First Page and a style ref field to insert the info from your
intro into the header. (Help will tell you re STYLEREF fields).
