Only sure-fire way is by making it the PDC of the domain.
Then it becomes the Domain Master Browser.
Other that that, it's a Free and Fair Election.
Each machine offers it's version number etc, an election takes place, and
that's it.
Typically, server OSes win over client OSes.
Then newer versions win over old.
There are a few hanging chads to play with if you want to skew the election.
For starters, you can _prevent_ a machine from becoming the master browser
by stopping the browser service. If that's too drastic, there are registry
keys you can tweek to give it a leg up in the election. But these tweeks
are somewhat down the election criteria - below those I mentioned above.
