Click Start, Settings, Control Panel, Internet Options, "Connections" tab, and check the box
"Never dial a connection", Apply, OK

If the box is grayed out, then:
Click Start, Run. In the Run box, type "regedit" (without the quotes) and click OK
Work your way to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings
and check the following values in the registry keys:

EnableAutodial (should be set to 0 (that's a zero))
and
NoNetAutodial (should be set to 0 (that's a zero))

If thet're not zeroes, double click them and change it to 0

If that still doesn't work, Click Norton's Live Update, and in the top left portion of the
Update window, click "Options". On the tabs "FTP", "HTTP", and "ISP", check the boxes
"Internet Options in the Control Panel", then click Apply, OK

To turn on Security Center alerts,
1. Click Start. Settings, Control Panel.
2. Double-click "Security Center".
3. In the Security Center, under Resources, click "Change the way Security Center alerts me".
4. In the Alert Settings dialog box, check the Firewall, Automatic Updates, or Virus Protection
check boxes, and then click OK.
