Margins

When I open a new Word 2003 document, the cursor positions itself properly as
per the left margin setting, but at the top of the page it is as if the top
margin were set to 0 (it isn't). Is there a way to fix this?

Move your cursor up to the top of the page. When your cursor changes from
the I beam to a little squarish box with little arrows, left click once.
