Is there a way to initiate execution of this XP tool or is it completely
under the control of Microsoft?

Additionally...

Command line switches...

/? or /HELP = displays the command line switches
/Q = quiet
/N = detect only
/F = force extended scan
/F:Y = force extended scan and automatically clean infected files

The following is the resultant log file...

%windir%\Debug\mrt.log
 
It is already on his computer if he get the critical Windows updates as they
are released!

He didn't say if he did or not.

I just download it separately each month so I can use it when ever I want. I
find it easier that way.

Again, if you download and use it once, it's on your computer for future
use - till the next release becomes available. Then "that" version is on
your computer.

I totally understand what you are saying. I don't download it from Windows
Update. I download it separately from the site I posted and put in my
utilities folder and run it about once a week until the next one comes out
and Then delete the old one.
