When I click Start | Turn off computer, the default option is "standby". Is
there a way to make it "Turn off"?

That didn't do anything.

I have my mouse set to snap to the default option. When I click Start | Turn
off computer, the mouse snaps to "standby". I want it to snap to "turn off".

If Standby is left button, then you're SOL, the snap-to function
usually goes to the left side options, if you have a snazzy mouse, you
can try using the software that came with it to configure special
options, but I don't use that type of login/logout screen, so I can't
even see if it's on the left or right...

what's SOL?

my mouse snaps to the default option- the one that would be taken by simply
pressing the enter key. left or right is irrelevant.
