Try this slightly different method. It's been a more reliable method
for me.
Find "IExplore.exe"
Right-click and drag IExplore.exe to the desktop and choose "Create
shortcut." Right-click that shortcut> Properties> Target, modify the
Target to include the URL.
Example:
"C:\Program Files\Internet Explorer\IEXPLORE.EXE"
becomes
"C:\Program Files\Internet Explorer\IEXPLORE.EXE"
www.yahoo.com
Note a space between " and w
You can then move that shortcut to any Favorites folder using Windows
Explorer.

Create a new shortcut and use the following
"C:\Program Files\Internet Explorer\Iexplore.exe -new <URL Here>"
This assumes that the path to IExplore is the same on your system.
If not just adjust the path.

You can open in a new window when you click on a link in a web
page: you right-click and choose "Open in new window." But is
there a way to tweak a shortcut to make it do the same thing?
