Making "change User" the default choice

I have four (4) grandkids and when the kids visit they all use the same
computer. How do I change the "Start" choices from the current default of
Shut Down to a default of Change User?

If you have separate User accounts - Vista offers "Switch User" and "Log
Off" via shutdown menu.
