Make Share settings persist on USB mass device

Anyone know how I can make file share settings persist on a USB mass
device when parent machine is rebooted?

Its an exterior harddrive connected via USB. After setting sharing
and permissions, those settings disappear on reboot of the parent
machine.

There is no big difference between file sharing on internal or external
harddrives. However, those settings may disappear temporarily when the
USB drive has been switched on *after* starting Windows. Assign a drive
letter to that external drive and switch it on prior to starting the
parent machine.
