make outlook my default mail?

I connect through cable modem and use an msn mail account. I need to make
outlook my default mail. I have followed steps that from the net and from
friends. I still get this message when I try to send mail:
"the server could not be found(Account: 'POP3',SMTP server: 'outlook',error
number
0x800ccc0d)".
What do I do?
