make my own background theme

I have a certain clipart I want to use. I made it into a usable background.
How can I set it to be used in every e-mail? I can only set it by going in at
every e-mail and setting it, but can't figure out how to make it into a
default background

what version of outlook? save as stationery?

stationary you create in outlook options.
