Make MDE file grayed out

I want to create an MDE file but the Tools|Database Utilities|Make MDE File
is grayed out. Do I need an Add-on? I'm running Access2002 SP-2.

Access 2002 and 2003 by default use the 2000 format unless you specify
otherwise. And each version of Access can only create an MDE file in its
own version. You will need to convert this database from the 2000 format
to 2002 format before creating an MDE file in 2002 format. On the Tools
menu are the conversion options.
 
Is you MDB file of the A2000 file format or A2002 file format?

A2002 uses A2000 file format by default (unless you changed the default
format prior to the creating of the MDB file) but you can only convert to
MDE format if the file is of 2002 file format.

Try converting your MDB file to the A2002 file format before making MDE.
