At what frequency should sfc /scannow performed? Or, when would one do a
System File Check?

Only when necessary.

When the comp has certain types of problems, too many to mention.

When you get problems, you can use either System Restore, SFC, unattend
install repair & other forms of Install repair, the nature of the
problem determines the method used.

At no particular frequency; use SFC only when you experience a problem
that might have been caused by some sort of malware over-writing or
damaging system files.
