mails in non-ansi code

dear experts,

I receive mail in Russian (cyrillic code) that sometimes are displayed
correctly, sometimes, however, simply as symbols, i.e.
æàä ê etc.
Does it depend on the settings in outlook at the sender or the receiver? And
on what?

Can be both - sender's mistake or if a reader did not do the tune-up
for Cyrillic.
