My system administrator keeps telling me I am out of room. I have emptied my
sent file and delete file. I have moved all emails into new folders. What
can I do to stop this from happening two or three times a day?

I assume you mean your mailbox on an Exchange Server. How big is
your mailbox after you do all this? How much room does your SA
allow?
 
hopefully you made these new folders in your personal folder, as if you
made them under inbox, they count... they have to be put in your
personal folder...
