Place Outlook in offline mode (File-> Work Offline) and restart Outlook. You
should now be able to clear the Outbox. Also clear your Deleted Items
folder. Close Outlook again and run scanpst.exe against your pst file. Start
Outlook and place it back on-line. Check whether it still happens now.
