Mail Stuck in Outbox

I've just encountered a problem with which I hope someone can help.

I'm using Outlook XP and things have been running fine with a connection via
the internet to an exchange server and three POP accounts. Now, whenever I
'send' an email message via any of the accounts it becomes stuck in the
outbox. By removing ALL of the POP accounts the Exchange email seems to
work OK, but as soon as I add a single POP account ALL outgoing messages
just sit in the outbox.

Any assistance/suggestions appreciated.
