Mail stuck in outbox

I use a rule to defer sending of "normal" importance e-mails by 5
minutes. Many times an outgoing message will get "stuck" in the outbox
after it should have been sent. Opening the missive and attempting to
change the send time does nothing. Outlook also fails to say the
message was created "today" other e-mail will send and I will receive
mail, but randomly a message will just sit there until I re-create the
message (changing things and re-sending does not work) I can copy/pate
every field and the new message will be fine.

I am using the most current version of office with all patches, and no
add-ins, installed.
 
Move the message to a different folder and send again. Also turn off anti
virus scanning of outgoing messages. I'd also delete that 5 minute rule.
Instead, uncheck Send immediately when connected and auto check for mail
every 5- 10 minutes, no less.
 
Moving the messages and re-sending doesn't work, and I turned off
anti-virus scanning previously (I even switched anti-virus programs to
no effect) .

I want the 5 minute rule to work, turning off the rule solves the
problem, but it creates a bigger one, as I thend to send and then
think, "oooops".

Any other ideas?
