Mail stuck in outbox but all recommendations on here have not work

I have tried everything I was asked to do. I tried both 32 and 64 bit
downloads and they both said they did not apply to my system. It is vista.
It sends the emails but keeps them in the in box with no text but an error
message replaces the text. You can then move them but lose the text.

Help. Tired of cc myself. Any help I would love and I am suprised as I am
a customer of Microsoft from the start and this is terrible way to treat
customers and not help them. I have started to tell all I know to stay away
from Vista as Microsoft will not help you. Prove me wrong and fix my email.
 
Do you have Service Pack 1 for Vista installed? That already includes
the hotfix, so that is why it said that it does not apply to your system.

Chances are, your problem is due to running a non-compatible
antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

If turning off the email scanning function does not resolve your problem,
there is an alternative to uninstalling your antivirus:
Consider upgrading to Windows Live Mail, because it is less prone to
suffering bad effects from overly intrusive antivirus programs.

P.S. You are not addressing Microsoft here. This is strictly a peer-to-peer
support group. If Microsoft included free support for a computer you bought
elsewhere, they would have to charge double for Vista. That would not be
fair to most of us who do not need the extra help.
 
I will try that but it makes no sense to me as my laptop was working great
with the anti-virus program and I changed nothing. Then one day I have the
problem and never had a problem in all the years once with outlook express.
I will try what you stated and see what happens. Norton is the program I am
running.

Norton antivirus is among the top three troublemakers for Windows Mail.
Symptoms often don't start until months later.
The only way you can prove or disprove that Norton is the culprit is to
uninstall it, followed by using their debris removal tool:

The other option is to upgrade to Windows Live Mail, which is more
resistant to the adverse effects of overly intrusive antivirus products:

Just "turning off" Norton is not sufficient.
